Nosiviwe Noluthando Mapisa-Nqakula professionally known as Nosiviwe Mapisa Nqakula is a South African politician who was appointed Minister of Defence and Military Veterans by President Jacob Zuma in June 2012. She was Minister of Home Affairs from 2004 to 2009 and Minister of Correctional Services from 2009 to 2012.

Nosiviwe Mapisa-Nqakula (born 13 November 1956) is a South African politician who served as the former Minister of Defence and Military Veterans. 

Mapisa-Nqakula has previously been the Minister of Home Affairs and Minister of Correctional Services.

In 1984, she left South Africa to undergo military training in Angola and the Soviet Union. During this time she served as the head of a commission that was set up by the ANC to investigate desertions of ANC Umkhonto we Sizwe (MK) members to the United Nations High Commissioner for Refugees (UNHCR) in Angola.

In 1993, she became the Secretary-General of the ANC Women’s League. Before her appointment as Minister of Home Affairs, she held the position as Deputy-Minister of the department.

Nosiviwe Mapisa-Nqakula was formally elected as national assembly speaker in parliament on Thursday, amid threats of court action by a nongovernmental organisation and the EFF, the third largest party in parliament.

A total of 298 MPs voted via secret ballot, with Mapisa-Nqakula receiving 199 votes versus the 82 secured by DA candidate Annelie Lotriet. There were a total of 17 spoilt votes…

Controversies and corruption cases

From a fired minister to the head of one of the branches of government – this is the leap former defence and military veterans minister Nosiviwe Mapisa-Nqakula will make when she is elected Speaker of the National Assembly.

Wheen President Cyril Ramaphosa announced his reshuffled Cabinet – which didn’t have a place for Mapisa-Nqakula, who had been a member of the executive since 2004.

Announcing that former speaker Thandi Modise would be the new defence and military veterans minister, Ramaphosa thanked Mapisa-Nqakula for her service and cryptically added that she would be “deployed to a new position”.

Nosiviwe Mapisa-Nqakula, who has been confirmed as the new National Assembly Speaker on Thursday, is under investigation for allegedly receiving a R5 million bribe from a defence contractor, blowing R7 million on aircraft charters and living it up at luxury hotels.  

Parliament’s Joint Standing Committee on Defence appointed a task team to investigate the allegations against her two months ago.

At the time, Mapisa-Nqakula, whom President Cyril Ramaphosa removed from his Cabinet last week, was minister of defence and military veterans.
